Yes, TF2 Ragdolls only. Playermodels uses a completely different skeleton from the TF2 models.

The cosmetics are made to be bonemerged onto the TF2 Ragdoll models, with the help of a tool called ''Easy Bonemerge Tool''

To attach them to the model, you need to right click on the ragdoll, and then left click on the cosmetic's effect(and model itself if the cosmetic happen to have physics)
