gm_highway, nearly entirely built from the ground up!

Returning features:
- day, night, and rainy versions
- 3 houses
- gas station
- the bridge
- repair shop
- empty build plots
- grass

Repair shop additions and improvements:
- a paint room
- vehicle lifts visually revamped
- inspection pits

New features:
- a dedicated spawn building/vehicle showroom
- an airfield to use your planes/helicopters with
- a random warehouse for some reason
- a basic train track loop that goes around the perimeter of the map
- an underground area with traction test ramps and an empty room made of dev textures
- the rainy version now has occasional lighting/thunder
