Can someone explain to me how to make iron bars from iron ore? In the workshop after choosing the foundry there are no choices.

You can craft it in the mechanical crafting sector operation. Or trade for it with gold. And the Illuminati Order also offers it as reward. Bobby Ray's has it for sale.

Where / how do I actually get the tool? There's no option to craft it anywhere (I have BCE loot and Basic Crafting Economy as well). Do i need to find a recipe or something?

Deactivating some mods require to start a new run. I am not sure about the toolbox mod. But could very well be the case. Or you needed to write code that switches some stuff back to vanilla.

The Carol's toolbox works fine with BCE so far.

Removing the mod did not solve the issue as the locksmith's kit recipe is still missing from both Mechanical Crafting and Foundry Crafting.

Other tools like Crowbar and Wirecutter recipes are present.
