Simple Subtitle Framework

Now you no longer need to suffer from the fact you can't understand japanese talk, or whatever Pyro or the Combines mumble (granted if someone has created a set for them and they were VJ).

Imagine this as TFA-VOX, but without sound linked to a model
(instead the to-apply-model became a sound and a text will be linked to that sound)

It currently comes packed with closed captions, its up to you to expand it.

This doesn't function correctly with clientside sounds due how garry did the EntityEmitSound hook.
That means that this does not support sounds for things like base combine/rebel NPCs or Half-Life monsters.

ConVars:
-subtitles_test | demonstrates the caption boxes seen in the thumbnail
-subtitles_height 40 | distance from the screen bottom
-subtitles_closedcaptions 0 | turn to 1 to see sound effects like explosions in text
-subtitles_reload | write this everytime you change your file while the game is running
