Found it, PZ is 108600. Should be something like ..\Steam\steamapps\workshop\content\108600\2921251719\...
The real answer is that they're gonna be in your steam workshop folder, under the steam ID of Project Zomboid (don't remember it off the top of my head), then in the workshop mod folder, which has the ID above (292...). The sound files are .ogg I believe.
The files know where they are, because the files know where they aren't. By being where they are, they can determine how far they are from where they aren't with a simple rule: document-based filesystems
