PP-91 or "Kedr" (Cedar) is a submachine gun developed in the early 1990s by order of the USSR Ministry of Internal Affairs on the basis of the earlier PP—71 designed by E. F. Dragunov.
The first 40 pre-production samples were manufactured in 1992 at the Izhevsk Mechanical Plant, and serial production began at the Zlatoust Machine-Building Plant in 1993.
