Vampire Covens

Adds the ability to create underground covens for vampire counts.

Currently in testing, but can be used in campaign.

The Vampire heroes have the ability to Establish a Cult (uses the same mechanic as cults of Slaanesh), which will create a hidden building slot to create covens that will spread vampiric corruption.

Creates a way for vampires to play a more underhanded game.

Plans for the future:
- Fix specific icons for the covens (might involve creating a specific ability separate from slaanesh cults)
- Add more types of buildings for the coven
- Allow for influencing of the target faction
- Balancing

Not yet, I'll look into that

How to get rid of it?
There is no way for the settlement owner to get rid of it. I'll look into the best way to make it interact with discoverability
