I need to the check the logic of the xp gain. But as said before the xp gain from this mod is small increments, you are not going to see a lord jump far ahead of you from this mod. This mod helps the lords lagging behind you not staying at extremely low levels. And if you still think this mod does give too much, please just adjust the rate modifier with MCT. :-)
Ideally, if your mod could pause XP gain while a lord is dead, that would be great.
I only know its location once the campaign has started.

This mod does not put the lords ahead by much. Lords that are ahead are so because they win a lot of battles with their initial army, nothing to do with this mod. This mod mostly nudges the lords a little, which is not much compared to winning battles, but enough to keep some lords for staying eternally on very low level.
Can you lower the base values, all lords have 10 or 20 levels more than you.
Killing a lord, then seeing that same lord respawn with more levels than you is not a great feeling.
