Overhauling and Expanding Galactic Relations

BRANCH OFFICES

• Renamed Branch Offices to Foreign Offices and Branch Buildings to Operations.
  
• Considerably reduced requirements to be able to open Foreign Offices. It is now treaties and relationships, rather than just being a Megacorp, that primarily determines who can open a Foreign Office on a colony.
  
• Federation members can open Foreign Offices on each others colonies.
  
• Overlords can open Foreign Offices on subject colonies.
  
• Only an Overlord can open Foreign Offices on subject colonies.
  
• Subjects can open Foreign Offices on Overlord colonies.
  
• Refactored Trade Value:Foreign Office Value to reduce silly EC income.
  
• Increased max Operations from 4 to 8.
  
• Changed a couple of traditions to include bonuses to number of Operations.

OPERATIONS & STARBASE BUILDINGS

• The mod adds several new Operations for Foreign Offices available to Overlords and Federation members.
  
• The mod adds several new Buildings for Starbases available to Overlords and Federation members, and empires sharing borders.

FEDERATIONS

• Moved Kick Members: President Decides to Tier 4 of a Federation.
  
• Moved Invite Members: President Decides to Tier 5 of a Federation.
  
• Greatly increased cooldown on Free Migration vote of a Federation.

OVERLORD AGREEMENTS

• Increased maximum number of Holdings per subject to 8.
  
• Rebalanced agreement value of Holdings.

GALACTIC COMMUNITY

• A lot of changes to cooldowns, to make the GC far less sluggish but also less repetitive.
