Not dependant on AI, AI accepts all the time no matter what

out of curiosity, is this mod supposed to be dependant on the ai actually clicking the button? cause i notice ill send a request, but then tag over and not get anything, but then if i stay as the country, it fires correctly and i become the puppet.

There are 2 questions about making opposite of this mid. When will AI wants to become puppet? Which country AI will choose?
