DCO UnitScanner

Functions library that allows the user to identify any kind of vehicle, weapon, ammo-type and infantry gear without the use of CFG_names.
The purpose of this library is to provide a global system that identifies anything regardless of mods and names.
The system works by extracting data from the config-files then using that data to identify the capacities of the given item.
By reading these values we can tell with a decent accuracy what the item is.

This mod will also allow DCO_VehicleFSM to make use of modded-vehicles.
