OWB - Mr House OP

This mod makes several changes to try to fix parts of the New Vegas Focus Tree in the mod Old World Blues.

Ordinarily in OWB the New Vegas focus tree gives you tons of factories. The issue being that they are all placed in the same state, and states have a building limit of 25. Eventually you'll hit the limit and won't gain any benefit from 3 to 4 focuses. To try to fix that issue this mod sets most of the factories that are spawned in New Vegas from focuses to be offsite. It also changes other focuses to give you better rewards and decreases the time that the casino focuses and other noncritical focuses take. As well as adding a focus path to upgrade securitrons.

So just in general make New Vegas a bit stronger.

*Changed Treaty of New Vegas idea to give +10 Energy
*Changed robot buffing ideas to reduce production cost further and got rid of the pointlessly small reliability buff
*Changed the Jewel of the Mojave idea to make it weaker initially(ups consumer goods), but allowed focuses to make it stronger later(removes negatives)
*Changed the platinum chip idea to give more Org to cope with enormous robot org nerfs

*Added robot research bonus to Architect of Destiny focus
*Added advanced construction tech to Architect of Destiny focus
*Removed being at peace as a requirement for a few focuses
*Added rewards to the casino family focus(originally they just made an advisor available
*Moved the Research Slot and Sophisticated Robot Tech Reward to the Platinum Chip focus's event from the Architect of Destiny focus
*Added robot research bonus, 10 arms factories, and buffed the amount of divisions you get from to The Vault focus
*Halved the time for the Casino focuses and non critical focuses
*Made all focuses slightly shorter, most down to 45 from 60, to cope with the extra focuses added
*Added a focus path to upgrade securitrons
*Added focus path for creating a faction
*Added focus path for joining the NCR
*lowered the time requirement for The Platinum Chip focus from 2279 to 2277
*lowered the time requirement for Vegas Prime focus from 2285 to 2280
*Moved the event from Secure the North to the Clean the Suburbs Focus
*Changed the Secure the North Focus to give a wargoal on the Sky Reavers
*Changed the Old Authority focus to require the Opening the Lucky 38 focus
*Made the Platinum Chip focus take slightly longer
*Added a focus that allows you to support seperatists from the Mojave territories

*Changed Mojave Territory focus Merits of diplomacy to make the AI less likely to take it so they don't ALWAYS go to war with New Vegas
*Changed the Mojave Territory focus An Offer...(The one that triggers a civil war in New Vegas with no way for New Vegas to avoid it) to bypass if New Vegas has loyal subordinates
