As for commissioning me, my prices are around minimal wage in the UK, which is around £12 an hour, and something similar to this takes around 8 hours, with the knowledge of how the game manages NPCs. So just doing a basic NPC would be around £200 as you basically need a down payment for an animation base to then slim down prices in the future. If that's of interest to you, I'm fine to consider it.
If you want some of my more recent work examples, check out Crypt of the Necropony for Crypt of the Necrodancer.
I've done stuff for other games, and typically they work based on a basic frame set like terraria, but I can't say for 100% certain. But the main killer would having to design based on a higher resolution, so either way I would honestly suggest to work from scratch, develop a new animation base and work from there.
These animations are over 2 years old, and wasting time porting for something that may not be compatible, is in itself time I personally wouldn't want to invest in without being paid to do so. If you want to go ahead and port it yourself, go right ahead, I really don't care about ownership as much as the rest of the Terraria community seem to have an obsession with.
