Should work until the problem is fixed.
I have not fully tested this solution with an entire playthrough but as of right now (about 3 hours in), it seems to be working.
Hope this helps. I am still working on the other unbuildables. I suspect the solution will be similar.
Making a new file that doesn't get overwritten by 02_government_buildings.txt, and loaded after this mod, temporarily fixed the problem.
