Fixed Turret Tool

My port of the Turret Tool seen in Garry's Mod 12 that never seemed to make an announced return. I ported this the day Garry's Mod 13 came out, I'm uploading it now because apparently the more popular port by [GME] TweaK doesn't have a maxturrets ConVar, which will obviously cause problems for server administrators.

To limit the maximum turret limit, add
to your server's config file. Put your desired limit in the quotation marks! (default is 4)

Lastly, yes the thumbnail is from TweaK's submission that I just MSPaint'd. If he wants me to change it I will. (Sorry, I'm lazy)
