all you need is image editing software like photoshop or gimp and vtfedit to import and save the textures as vtf files. there's lot of tutorials out there on how to use vtfedit and replace or make texture mods for source games/Left 4 Dead 2. hope this helps.
Most of your mods which replace weapons with Halo weapons say they require the "gravemind particle manifest" mod, which, judging from the comments, conflicts with the "ultra particle" mod which I mainly make use of in my L4D2 playthroughs.
This leads me to wonder if it is entirely possible to use the mod without the particle manifest mod
