The restriction is current_date >= 1066.9.15, it's not directly tied to your game start date
So that decision will be available as soon as you reach 1066.9.15

Can i form PLC after 1066 while starting in 867?

Maybe it would be better, but anyway I don't make any updates on this mod, and don't play CK3 either

I think that mod is great, and you did a wonderful job I just have one problem with the existence of Silesian culture at that time. In the 9th to the 11th centuries, Silesian tribes were just one of many tribes which were jointly classified as part of Polish tribes. In the 13th century, Silesia became part of Bohemia, and only Czech and German influence led to the creation of Silesian as a different culture. The first time Silesian nationality was mentioned was in 1554 in "Kosmografie česká". I think it would be better if Silesian culture could be created using a decision available for the Bohemian king to assimilate Silesia or for Polish characters to differentiate from Polish culture if they own both Silesian duchies.

There was none changes in this area in 1.12 and also my mod don't overwrite game files

Ahoj, Great Moravia was created after conquest of duchy of Nitra. So i believe that to create Kingdom of Great Moravia you should have at least two duchies (i.e duchy of nitra).
