Makes some modifications to the Balkan Wars scenario by adding a few cities.

-Bissau added to Portuguese Guinea
-HMD Bermuda (a Royal Navy Base) added to Bermuda
-Port of Guam added to Guam since the port isn't directly a part of a major city in Guam
-Dili added to East Timor
-Fort-de-Frane added to Martinique
-Petropavlovsk added to Kamchatka
-Ethnicity of West Timor corrected from Anglo-American to Melanesian
