AWG BlockDestroyed_Medium Effect Reducer

This mod will reduce the performance impact of the plate destruction effect, and visual obscuration from it by overriding the vanilla definition.
It does not affect the other block damage effects.

**Stat changes to 'BlockDestroyed_Medium':** (This is the effect every AWG armour block from the CWP uses)
Max length of time: 5s-> 3s
Max render distance 800m -> 400m

DebrisSmall particles per frame 7 -> 5
DebrisLarge sprites removed
SmokeSecondary sprites removed (halving total rendered sprites)
