However, Galicia and Lodomeria does exist at game start; while it doesn’t have a focus tree either, it does have a modicum of unique content, including the ability to recreate Poland as a formable nation.
On the note of Siam, I do have plans for them in the future. I don't know how distant that future is (and it's complicated by the possibility of a Siamese focus tree in the next DLC), but I have an update slated for the future in which they are fleshed out.
