If you have VCmod, Its F for lights, H for hazards and F + A/D for Indicators.

Q: How do I drive this?
A: Spawn it from the Vehicles menu, they are under LWCars.

smart cars exist because not every city in the world was bulldozed in the 1960s for a highway like america was, actual cities need small cars to fit inbetween buildings
