To reproduce it: Spawn (redeployment) a general in a town, the general has initially no movement points. Then add another general to that army, the army still has no movement points. Then remove the army-leading general from the army, exploit happens, the army has surprisingly full movement points.

The Cao Cao scheme 'Undermine Defensive Ability' is scoped wrong and will cause all of your faction's characters to lose 25% melee evasion instead of a single army's. I found this out when Cao Cao started spamming it on me (it stacked) and thought my game was bugged because every character had 0% melee evasion.
* The right side of the Marketplace chain (the "security" buildings like Market Officer and Drum & Bell Tower) seem to be coded as a different building chain, so you can build a Market Officer and then build another Marketplace in the same city.
* There is a hidden limit of 10 assignments, which I've made a patch for: https://gtm.steamproxy.vip/sharedfiles/filedetails/?id=2778651713
I don't know how easy it would be to integrate these fixes into your patch. I am admittedly not very familiar with modding 3K or other CA titles, and it's been a long time since I looked at it. But I vaguely remember I had to "core" the files to fix the assignment limit bug, so it might be hard to make those changes in a way that is compatible with other mods.
