Some maps (including miami sub) will intentionally have signals and switches that require the dispatch board to work. This is done for the purpose of realism and safety, so trains can't enter the mainline without passing through a bunch of reds if they didn't properly prepare a route, and to prevent people from throwing switches in front of someone else's train.
It is odd that wrefingley wasn't working though since it doesn't have a dispatch board. I have played that map before without an issue, did you perhaps have a train blocking the switch?
