Now featuring a functional Japanese localisation!

Adds the Ashikaga shogunate of Japan into the game, under its paramount leader Ashikaga Yoshimitsu! The Ashikaga Shoguns rose above the Minamoto, Hojo and Imperial factions and ruled Japan from the fourteenth to sixteenth centuries, however after Yoshimitsu's death this rulership became gradually more and more nominal as the shogun's power faded in favour of local daimyo, which would result in the famous Sengoku Jidai.

Ankoku spawns a holy site on EVERY unimproved tile of the city. seems like unintended overkill?

I have a problem: This Civ needs more culture to get a new policy. F.e. I need 50 instead of 30 for the first one.
