[PHOTON] Halogen Strobe Component

A halogen strobe component for photon, based on the 400 mounted but with a different texture for the glass. The component fades in and out like halogen lights do.

Has support for 1 color and phases. There are also several speed settings, this is all set by phases.

Phases: A / B / Slow / Fast / Incr
The additional phases also have A/B, eg SlowA.
