Lucia is not broken by design. in fact she's quite balanced. she's designed to do chip damage and set up statuses, and end her turn buffing the team and hopefully scoring a kill.
she only becomes ludicrous when she interacts with other mods that meddle with action economy or give on-hit effects.
The character's idea is that she can hit as much as she likes, only skipping her turn if you end it yourself, or if she misses (her attacks debuffs her accuracy)
step by step:
- install Sunward isles
- equip her the Ancestor's lucky frog for 10% on attack to gain an action.
- give her as much acc as you can.
- (optional) install hollow knight trinkets and equip her the pure nail for infinite group-wide damage on hits
congrats, with a bit of luck, you have achieved infinite action economy and infinite damage.
