Honestly simplest fix possible is add shell boxes. You can craft them into different quantities from those, and drastically simplifies everything. Try 32 capacity for a 2X2 box. It'd work flawlessly.

I start to wonder if there's the chance that someone gets to make the correct blueprints for making certain quantity ammo into another, it's not a bad idea...

This is pretty stupidly done as you can't craft the 5 nor 2 capacity shells from the 8 capacity ones, and you can't fill up an 8 capacity one with a 5 or 2 capacity one. Makes absolutely no sense. I wouldn't complain that much if all your shell-loaded guns had a capacity of 8, but that's not the case. I only use the Enforcer mod because of this, and without this it works absolutely fine. The way it is done now, discourages the use of the other (possibly future) mods.
