I'm not sure how they did it, but that crazy guy next door did some alterations so it works 1000% better than normal.

the pump stops super pumping after a short time
they go from draining the ocean to just being sad and doing nothing

When I used this pump...certain parts of my city didn't have water. I think it only works with the vanilla 9 tiles and not the 25.
