If you generated towns in the same game session, you have to reload first.
Alternatively, use the CommonAPI console and enter in Script Thread:
for _,id in pairs(game.interface.getTowns()) do
game.interface.setTownDevelopmentActive(id, true)
end
I only recommend using this mod if you REALLY don't want any further development, for instance, if your game is lagging. Do not use it to stop certain buildings being built, you can use other mods that will put placeholders in, or you can put a asset building in the place. Unfortunately the game will still build all buildings. This is why a mod is needed that enables users to disable particular buildings from being built, or at the very least, one that enables free demolition.
