No vital connections

Let the cities live without being connected to each others.

This tiny script only allows cities to be disconnected from each other without being alarmed or reconnected again.
You'll see that you destroy a main connection, but you'll get no penalties for it.

Useful for establishing an "100% public" intercity network, or for any case.

Note : On freemode, starting cities may not be connected to each others at start. About 25% of the cities aren't connected on average, from what I've seen.
