This is a unique building so in the RICO Settings, you have to add "local" to make it commercial.

If you would use it with the "Real Gas Station" mod, then keep it as a unique building and change with Customize It Extended mod the construction cost to 5086 and make available petroleum to fill it up (petroleum is available with Industry DLC).

@Camoron @MrSmirkNMerc You need to use parking lot roads and move it to place these how you see the in the pics. Draw your parking lot, plop the buildings then drag the pumps into the parking lot road/ move small shop to the edge.
