@LIDL: no, sorry you can't find this asset without the DLC and there is no equivalent building in the basic game.

Looks good :)

You could also create a mixed heliport using subbuildings which would also be neat I think :) - something like 2 x fire, 1 x ambulance, 1 x police and 1 x catastrophe Response.

A concept like that would be handy for smaller cities on which one don't want to waste space for those large vanilla buildings ;)
