The only stats set in this mod are those of the Old Soldier (sixth character). If I may hazard a guess; I'd say another mod is raising the stats across the board and then the Old Soldier has her stats altered by my mod. You could also try rearranging the mods in your load order (highlight a mod and use the the arrows on the right of the Mods tab in the launcher) for troubleshooting. Mods at the top are loaded first and "lose" if there is a conflict. The ones at the bottom are loaded last and will overwrite changes made before them (to the same item). If you don't want my mod's stats for the Old Soldier you can try loading mine before the stat boost/race overhaul mod.
In my custom start you start with some food and some resources to start a base of your own, just like the Freedom Seeker start. The description says you found the puppies (presumably starving as their mother isn't around), hence they don't have food.
