I was having the same problem and trying to figure things out. I told my trading post to pick them up. Then I told my trading post to put them away and suddenly laborers were picking them up and put it away.
Fishing Gear can now be produced by adding DS Small Village - Production or DS Neubert Smith Shop to The North & DS mods list.
However, the only buildings that can produce Fishing Gear are Village Workshop or Neubert Smith shop.
Please note that the Village Blacksmith and Jetty Workshop cannot produce Fishing Gear.
The Jetty Workshop crashes 100% of the time when clicking on the one under construction, but can be used without problems once construction is complete.
However, only Iron Tools, Fittings, Traps, Wheelbarrows can be produced, but not Wagon Parts, Fishing Gear.
Wagon Parts can be produced by using the Wagon Workshop.
As for Fishing Gear, there is no way to produce it (as far as I know), so Fishing Spots and Fishing Docks cannot be built.
So, the only solution put out there was to use a Jetty storage, not a vanilla storage. Didn't work for me, might work for you.
