It's quite strong. It's a stun that does damage, more as you attack, and it has a degree of armor penetration. It rewards aggression & good party management / controlling enemies, and even when not maximized, provides a lot of bonus damage on armored targets that would otherwise be tough to kill.
It is literally two skills in one whose efficacy varies based on your playstyle. It's definitely fine, if not a bit strong.
Only having a single turn to use it at full strength forces an aggressive playstyle
It can be very useful with the stun but going for riposte and positioning skills is far more reliable since a single shuffle or stun will deny your charged attack.
