If you have a mod for int-based elemental weapons, that will be all you need.
I might have some other damage things going on but here was a quick comparison for [Whirlwind] tooltip damage:
Character level 19
No equipped armor, tings or necklace
No talents for damage
Physical 2H sword with no stats [112-125] damage
Warfare 10 (all other abilities 0)
Strength 40 (all other attributes10)
Whirlwind Tooltip: 420-470 damage
Fire 2H sword with +2 int +1 pyro [118 - 131] fire damage
Pyro 10 (only 9 invested to keep the same, warfare and all other abilities 0)
Intelligence 40 (only 38 points invested to keep the same, all other attributes 10)
Whirlwind tooltip damage: 443-492
Physical 2H spear 110-116
40 Finesse, 10 Warfare
Whirlwind Tooltip 413-435
Weapons skills scale entirely off weapon damage and the attribute of the weapon, no fancy mod needed to change the skills.
