Thanks man I figured it out. Steam glitch(?) After subbing it showed as enabled in the Steam workshop properties menu but it didn't work until I unchecked and rechecked the enabled checkbox.

Double-check you enabled it. Load order isn't a thing for mod users in XCOM 2. Try clearing your user configs:

Huh. Not working for me. Tried resubbing a couple times, tweaked load order, started new game, no result.

No US Digital? Marine Marpat is a larger square pattern than the grey and tan digital camo used in the early 2000's i want that classic small square digital yk?
