Runs "sh_alltalk false" automatically at the end of a round, before a map change and when a new map is loaded.

Thank you for your suggestion but that is unfortunately out of scope for this Shine extension.

also add commander talk so his voice radiates from above of where he is looking

Great idea! Just a bit confused as you say in the description: "sv_alltallk", but the shine command is: "sh_alltalk".
