Deleting those downloaded files would normally fix the issue. Since that the case deleting the files at
If you really can't find that file, I suggest updating ToyBox by leaving the workshopmanaged file in the folder and just replacing everything else. The game decides whether it needs to re-install the workshop item by looking for the workshopmanaged file.
And the few people actually kept updating are still on Nexus
