Anyone know a way to add more stuff for the "holdings" tab in the planet screen?

Hey Guys,
I'd really love to add some enclave/branch office options to specific authority types, which don't prevent branch offices from megacorps.
Basically, I want to add a second "open branch office" kinda thing for planets, maybe a third.
does anyone have any ideas how I'd do that?

Get a mod for it, or make it youself, check the buildings files in the game, find the enclave/branch office and look at other normal buildings, then add the part of code that allows you to build more of them.
