Because that's how mods work in this game sadly, you basically create a second version of the game that replaces the files of the base game. All the modder can do then to make his mod less large, is to compress some of the files and folders.

Also the game stores mods twice, one in the workshops folder and one in the mods folder, which is quite a stupid system.

Thank you for the info i didnt know that, honestly we need a new game that isnt cold war, like a "Assault Squad Remastered" if you will, but i think all the devs for AS are working on the new call to arms dlc so, we'll see

Ah AS devs (DMS) are not developing GoH at all, it's an entire different dev group. And yes, that game is basically Assault Squad remastered, in a way, as in you won't be getting the same MoWas2 shenanigans, but a much more realistic approach (The entire armor system has been revamped for once, and it's pretty impressive). Only when these devs ran into engine license issues did they have to become a DLC under the arms of DMS, although they are still very independent and GoH is basically still a seperate game disguised as a DLC.
