Transfer Embargo

I am wondering if there is a way to start a new save and have a full year transfer embargo on all clubs in the game (or at least 1 country)

when setting up new game tick the bock to disable first transfer window where attribute masking is

I was looking to try a 5 year save where the country could only use youth players to refill the ranks
