What is better/easier to mod? Hong Kong or Dragonfall?
I'm not going to lie and say I'm a very good coder/programmer, but I'd still like to get to making a few mods here. Mostly to tell a few stories I've written up in my times.

Are there any guides for beginners, and what are the benefits to modding each game?

As Cirion said on the HK thread, Dragonfall is more stable, but HK has the more advanced features.
