Where on god green earth is the setting for this? I looked through a few of the files and I couldn't find the setting that impacts how much manpower you get from non-core provinces. Help a bro out? :)

@chiefmaster44 100%. If you have 1.50% recruitable population, you got 1.50% from conqured territories, if you change recruitable to 5%, you got 5% from conqured etc. :steamhappy:
