As for the calf bones, they only rotate in the x axis at about 130 degrees. The calf wouldn't rotate in any direction besides that. Try my best to mimic the actual degrees of freedom for the human skeleton.

However, so, what appears to be the problem with the hair? What weapon causes this? I tested out the standard half-life 2 weapons on her and didn't see such problem.
