I think it would make more sence as a trinket. It seems too weak even with the Luck up to be an item, and would be way more interesting as a trinket. So you have to take it until you Gulp it, then you can start Gulping other trinkets, which is way more interesting in terms of game design. I think the Gulp probability should be increased if you decide to do so though.

As far as I'm aware, you're not able to add items to the pot, shopkeeper or mushroom pools, I could be wrong though. Also, the item already has a 10% chance to trigger. Thanks for the suggestions though.

Nice idea, but please consider taking it out of the shop pool, because shops are becoming Very diluted with items now. Can you add it to other pools instead, like the Mushroom or Shopkeeper pool? Or heck, make it a boss pool item, and make it a speed upgrade as well as luck.
If you think the item's use is too niche, then maybe make the Gulp chance like 10-20% whenever hit. Just some suggestions.
