press ~, and if that doesn't work go to the advanced section of your keyboard settings and click enable console and apply

This is pretty cool, to anyone else stumbling upon this now. It does work, at least it does for me. One potential thing to note is that, due to the fact i use sound mods i always open up the console when launching the game and type "snd_restart" I know this is only for sounds, but i noticed once that my weapon skins weren't working either, and after relaunching the game and typing snd_restart before loading a new game or loading a save, they always work. It may not be related to weapons or skins like this, but it's been working for me and it doesnt hurt to do.

well sometimes it its the menu with the hecu but if I type snd_restart I Know its sound restart but for some reason it fixes a lot of things and it would work and if it dosnt work I Ussally resrtart and do it again

I think I know the problem for why it doesn't work for people:
for some reason certain mods don't load in certain main menus, and because of this the affected mods won't load at all, in other words, if you have this mod installed and the main menu has HECU in it, then the skin won't load, thus it won't load during gameplay either, so you'll need to restart the game to a main menu where there is no HECU.

try restarting your game or quit it then before playing type snd_restart cause mine worked stopped working or try unsubscribing then resubscribing best I can do

It was actually the intent of the original Half-Life creators (long, long ago) to have all the HECU grunts dress in urban camo, whether inside or not - it made them easier to see, and also a comment on general military competence (I think).

Did the HECU just not have enough time to change into desert camo?
