open your workshop
click on your tank
try to find in right corner of screen "Change visibility" or something like that (it have eye picture)
and change it form "pirvate" to "public"
maybe it will have different name - my steam on russian not on english

It must be in game, not on your workshop.
Put yellow lift in game world and press "E" on it.
