If you own RPG Maker 2000 (the engine!) you can use the RTP. You can edit it and use it for commercial use as well. However, you've put this up for others to use when they might not have the legal rights to use it. You need to make clear in the description that THEY have to own RPG Maker 2000 before they're legally allowed to use these resources you've created.

It is part of the EULA from the software. Otherwise, I'll be forced to take this down.

These can only be used, legally, if you own RPG Maker 2000 - otherwise you do not have the license to use them. They are the base materials from RPG Maker 2000, made to fit MV sizes, but the EULA states that they cannot be used unless you have a license to use them. Credit to KADOKAWA.
