61 to 14 dm for long and close randge is why to op that will kill most classes in like 3 secs like dude there must be a good down sides to make it balanced at least

This would be a nice new minigun. How about:
+ charge ability with minicrits and -50% damage
- Little turning control while charging

Let's go for something that completely changes heavy's game with this.

Standard ish damage.
+Ammo capacity
While deployed: Continually gain movement speed and fire rate (up to +40% on both)
Unable to stop or make sharp turns while deployed.

Figure it like the Demo's shield+Ali baba's Wee Booties where you're W key is held down and you can't strafe, except it is on for as long as you spin.
